** DarkFire IRCd v1.3.0 **

This file is a general feature overview for users of DarkFire IRCd 1.3.0. 

Important Changes for All Users:
*	The DarkFire Verification System has been added, see the DVS document
	for more information.
*	Added Spanish language support, see the Spanish document.
*	Disabled +R while DVS is enabled (useless).

Important Changes for Operators and Administrators:
*	Clean up various oper noticing functions, combined globops and gnotice,
	and allowed SA's to use goper.
*	All kills are now sent to +k users.
*	Sensitive notices moved to globops (instead of wallops)
*	Who flag 's' demonstrates secret/private channel.
